    More Liberation Issues...

I've seen people on here posting about issues with the liberation missions. Well..now it's my turn.

In both New York AND Boston all I have left are the North districts. There are no more missions to do in either district, and when I check the log book this is what I see:
    Boston North - Gangs
Stop the thugs harassing the merchant. [3/3]
Free a civilian held captive by the thugs. [2/3]
I can't find the last civilian.

    New York North - Rationing
    Defend a farmer as he's harvesting. [3/3]
Protect a family from eviction. [2/3]
Beat up the merchant to help the starving children. [1/3]
I can't find the last family or the other two starving children.

Can anyone help me find a way to make these missions show up again? I don't understand why they aren't there if they're not done...
